The "Kyusho Tactical Control Program" (KTCP) was designed for subject-control escalation through legal, medical, and tactical deployment research, field testing, and coordination. The scope of this program includes, but is not limited to, law enforcement, security, emergency medical services, emergency response, Coast Guard, military, governmental agencies, bodyguards, and personal security professionals.

This Basic Module is comprised of one set of 12 primary targets, integrated into four modules of escalating force-restraint continuums.

There are several weak structures in the human body that can be utilized by an agent to gain control of a perpetrator more efficiently than conventional use-of-force methods. These techniques are intended for situations that have escalated beyond the verbal command stage.

These Kyusho (vital) points allow the agent to make use of the body's internal systems of physical control, including nerves, tendon structures, and natural nerve reflexes. They do not require heavy force, fine or complex motor control, or even sight—all of which are subject to failure or degradation during high-adrenaline situations.
