Born in Dalian, China in 1945, Tsunematsu grew up as a Japanese orphan left behind in China. He was trained by a traditional martial artist before the normalization of diplomatic relations between Japan and China, and is one of the few Japanese recognized as a legitimate successor. Therefore, many practitioners seeking the "real thing" visit him to learn. He currently presides over the Japan-China Martial Arts Exchange Association and is actively promoting exchanges between Japan and China through martial arts.
